New High Court Judges Visit Luzira Prison Complex
Newly appointed Judges of the High Court on a tour of Luzira Prison

LUZIRA: The 23 High Court judges undergoing induction at the Judicial Training Institute visited Luzira Prisons on a familiarization tour.

The Judges visited Kampala Remand and Luzira Women Prison to assess the conditions of inmates in prisons.

The team was received by the Commissioner in Charge of Custodial Duties, Mr. Robert Munanura.

He briefed the judges on some of the challenges the prisons face such as congestion, delay in appeal cases, injustice in plea bargains, long remand periods for petty offences, insecurity at courts due to lack of holding cells,absenteeism of judicial officers, among others. 

Mr Munanura said that most prisons around the country are crowded.

The Executive Director of the Judicial Training Institute,Hon. Justice Dr Henry Peter Adonyo, encouraged the inmates to embrace plea bargaining and promised that there will be sensitization for the same in all the prisons. 

He also urged the Judges to ensure that judgements are always delivered within 60 days after the hearing of cases as a way of helping to minimize Prison congestion.

Hon.Justice Dr Adonyo commended the prisons officials as well as inmates for maintaining high levels of discipline in prisons and ensuring speedy trials.
